NYC Local Law & VRF Compliance

How VRF systems interact with NYC’s building performance laws, and what building owners need to know to stay compliant.

The Regulatory Landscape

NYC has the most aggressive building energy and emissions regulations in the country. For building owners with VRF systems, these laws create both obligations and opportunities. A well-maintained, properly controlled VRF system is one of the strongest compliance tools available. A neglected one is a liability.

Local Law 97

Carbon emission caps for buildings over 25,000 sq ft. Penalties begin 2024, with stricter limits in 2030. HVAC is typically the largest single source of building carbon emissions.

VRF Impact: VRF’s high efficiency (20–40% better than conventional systems) directly reduces carbon emissions. All-electric VRF eliminates on-site fossil fuel combustion entirely. For buildings near LL97 thresholds, upgrading from gas boilers to VRF heat pumps can be the single most impactful compliance measure. Local Law 84

Annual energy benchmarking for buildings over 25,000 sq ft. Energy use must be reported to NYC and is publicly disclosed. Learn more about NYC’s benchmarking program.

Local Law 87

Energy audits and retro-commissioning every 10 years for buildings over 50,000 sq ft. Requirements are administered by the NYC Department of Buildings under LL87 of 2009.

VRF Impact: VRF systems are frequently identified in LL87 audits as either a strength (when well-maintained) or a liability (when neglected). Retro-commissioning of VRF controls, scheduling, and setpoints is often one of the lowest-cost, highest-impact measures identified in these audits.

Local Law 154

Bans fossil fuel combustion in new buildings under 7 stories (effective 2024) and over 7 stories (effective 2027). NYC Department of Buildings LL154 guidance covers applicable building types, exemptions, and compliance pathways.

VRF Impact: VRF heat pump systems are all-electric and fully compliant with LL154. For new construction, VRF is one of the primary technologies enabling compliance with the fossil fuel ban.
