Con Edison Commercial Heat Pump Incentives
Con Edison administers the NYC portion of NYSERDA’s Clean Heat program and runs its own Commercial & Industrial Energy Efficiency Program (C&I Program). Together, these cover the incentive side of most commercial heat pump installations in Manhattan, Brooklyn, Queens, the Bronx, and Staten Island. Mountain Mechanical’s primary role is servicing the VRF and heat pump systems NYC buildings install with these rebates. Once an incentivized system is in the ground, we handle the ongoing service, maintenance, and emergency repair that keeps it operating across its 15-20 year life. We also selectively handle new installations for existing service clients and referred projects.
Two Incentive Pathways
Clean Heat (administered by Con Edison in NYC)
For heat pump installations, Con Edison processes Clean Heat rebates on NYSERDA’s behalf. This is the primary incentive for most commercial heat pump projects: capacity-based dollar amounts per unit of installed heating capacity, with higher rates for ground-source systems and bonus incentives when displacing a fossil-fuel system.
C&I Energy Efficiency Program
Con Edison’s C&I program covers broader commercial energy efficiency work including lighting, controls, and HVAC. Heat pump projects can participate through two tracks:
- Prescriptive track: pre-defined rebates for standard equipment types. Faster processing, lower documentation burden, suitable for straightforward installations.
- Custom track: project-specific incentive calculated on measured energy savings versus a baseline. Used for larger retrofits, atypical equipment, or projects where the prescriptive rate does not capture the full efficiency gain. Requires pre-approval before installation begins.
Custom track projects generally require more upfront engineering work but can yield larger incentives on complex retrofits. The current C&I program details live on Con Edison’s commercial incentives page.
Pre-Approval and Timing
Projects above certain size or cost thresholds typically require pre-approval before equipment is ordered or installed. Installing equipment first and filing for rebate afterward often disqualifies the project. Mountain Mechanical builds pre-approval lead time into project scheduling when incentive participation is planned from the outset.
What Mountain Mechanical Provides
Mountain Mechanical’s primary role on Con Edison-incentivized projects is servicing the heat pump systems once they are installed. That said, on selective projects where we also handle the install side, our installation scope includes the documentation the program requires from the installing contractor:
- Qualifying equipment selection (VRF systems and other heat pump platforms that meet program efficiency thresholds)
- Manufacturer specifications and AHRI certifications for installed equipment
- Installation certifications confirming the work meets program standards
- Commissioning data and post-installation performance documentation
- Coordination with the owner’s energy consultant or program representative
The rebate application and any ongoing program reporting is typically handled by the building owner, an energy consultant, or a program-authorized administrator. Mountain Mechanical provides the contractor deliverables those parties need, but does not file or manage the application on the owner’s behalf.
Combined with NYC Compliance Pressure
For NYC commercial buildings facing Local Law 97 carbon penalties, Con Edison incentives reduce the upfront cost of the heat pump retrofit that eliminates those penalties. The combined economics of avoided LL97 fines, Clean Heat rebate, and long-term electricity efficiency over the life of the equipment typically make commercial heat pump retrofits one of the highest-return capital projects available to NYC building owners.
